Subheading Notes
1. The term “hookah tobacco” in subheading 2403 11 covers tobacco intended for hookahs, whether or not containing aromatic oils and essences, molasses or sugar, and whether or not flavored with fruit. However, products intended for smoking with a hookah that do not contain tobacco are excluded from this subheading.
